Andrew Owens, 58, of Yonkers, NY was arrested and charged with felony aggravated cruelty charge and criminal possession of a weapon on Monday after stabbing a dog in the eye. You seem, the dog didn’t like minorities. And the dog most certainly did not like Andrew.
