Sunday night and into Monday morning, heavy rain poured into the Houston area. As much as 10 inches of rainfall in just six hours, was reported.
All around Harris County, flash floods overtook cars in low areas and flooded houses. Bus and rail public transport was shut down.
Expediting emergency services to the affected areas, Harris County Judge Ed Emmett signed a declaration of disaster later Monday morning.
Sylvester cancelled his annual State of the City address and, in a Monday press conference, urged all citizens of Houston to “remain home today and off the roads. He added, “Non-essential City personnel should stay home as well. Stay safe.”
Sylvester’s State of the City address was supposed to take place Monday,
